Problem:
- The absence of transparency and objectivity in allocation and pricing, and the absence of integrated information about the available lands, their prices and procedures for obtaining it.
- Land policies are placed in the absence of integrated information on land.
- Different allocation procedures between the entities, the length and complexity of the allocation procedures period, as well as the change of land uses after allocating them.
Recommendation:
- Explicitly immediate decision by the Prime Minister that the mandate on lands, infrastructure and facilities for the Urban Communities Authority, Administration and allocation to the General Authority for Industrial Development, and determining the various roles of the General Authority for Industrial Development and the Urban Communities Authority.
- Decision of the legislative dispute over the dependency of industrial lands under the Industrial Development Authority Law, and the issuance of new legislation, if necessary, determines the accuracy of the state on the lands, the responsibility of the welfare and the responsibility of allocating to the final beneficiary.
- Establishing an integrated, updated and available information system on industrial lands.
- Replacing the numerous legislation for land with a unified and simplified law to manage state lands.

Achievement:
- The Chairman of the Authority’s Board of Directors announced in many seminars and meetings the following facilities:
- Two mechanisms were made to allocate lands:

- Land allocation facilities:
- Reducing the costs of studying the request.
- - Cancellation in exchange for submitting offers.
- Reducing the seriousness of the reservation from 100 thousand pounds to 10% of the total price of the land.
- - Exemption from submitting a bank letter to prove the new.
- Typical facilities for land:
- - It is sufficient to provide a simplified system for project features instead of providing a detailed study.
- Exemption from providing credit inquiry
- - With regard to the financial attachment: It is sufficient to provide an account statement covering 50% of the total price of the land.
- Other facilities to prove seriousness:
- - Granting 6 months is a free deadline for projects inside or outside the executive program.
- - 50% of the financial fines are deducted with the possibility of the remaining installment up to 3 years or the discount of 75% of the fine when immediate payment.
- - Stopping the account of the program for the investors with lands and conditions outside their will without starting the implementation of the project, such as the lack of completion of the facilities, as the program is calculated from the history of the wigs of the welfare work or when there are occupations on the ground or late approvals from other sides. ... a free deadline is given equal to the stopping period.
